New All-Purpose School-to-Work Template
The "All-Purpose Template" introduces a common format for reporting and analysis -- simplifying the grants management process. It presents a two-year picture of progress toward five-year goals. It is based on the current continuation grant application for Urban-Rural and Local Partnership Grants.
The Template will be used for:
- Baseline analyses
- Site visits, and, to the extent feasible,
- Continuation grant applications (a modification of current format)
- Quarterly reporting (in conjunction with format prescribed in STW Grants Ref Guide)
It is organized into the three essential components of any STW system:
- Building the system
- Ensuring access to the system
- Managing the system
Key Terms:
Baseline/5-Yr Goals: these are the points from which and to which progress will be measured. The baseline and 5-yr goals should be specific, and quantifiable to the extent possible; e.g., the number of articulation agreements, the number of career pathways, etc.
Planned/Actual: these are measurable outcomes for each of the three STW components' main activities. They are changes to the baseline. There should be "benchmarks" to determine progress. "Progress measures" and student outcomes should be tracked here.
Funding: approximate amount or percentage of STW. Perkins, Tech Prep, JTPA, and other funds -- to show integration of and relative allocation of resources.
