Minorities and Immigrants
The signing of the Compact of Free Association between the United States and the Federated States of Micronesia (FSM) on November 3, 1986 allowed Micronesians free entry into the U.S. and its territories. They are in addition to the other Micronesians, namely the citizens of the Republic of Marshall and the Republic of Belau (Palau) are eligible for the program. These immigrants come to Saipan primarily and they constitute about 23% of our total ABE student population.
