NEEDS ASSESSMENTTOPIC AREA:The immigration and labor situation of the CNMI is very unique. While we are a part of the U.S.A. we do not fall totally under the control of the U.S. laws in terms of labor and immigration. We have our own laws on labor and immigration. Our guests and often fumes called alien contract workers come in on a year to year contract basis. They normally stay at the discretion of the employer. Generally, they come alone leaving their families behind except a few cases. A person earning $20,000 and over can bring his/her family. The participation of this segment of our population to ABE is nil. The lower paid contract alien workers are too busy with their work plus the fact that they do not need a lot more skills in order to get along in their jobs. The highly paid ones are all highly educated, highly skilled thus they do not have any need for the services we offer.
When there are any migrant farm workers identified, they will be referred to the community-based organizations The ABE Office will coordinate with such agencies to provide services to those persons. |
