It is the policy of the program to allow all eligible students, teachers and other program beneficiaries to participate fully with the program based on their needs regardless of gender, race, color, national origin, disability and age. Our buildings are not the perfect place, but the College is doing everything possible to improve the facilities for accessibility to all the people the College and the program serve.

The program tries to meet the needs of the students, teachers and other program beneficiaries considering the limited resources of the program as well as the community. For example, one of our students needed a sign language interpreter for an English class. We would have preferred someone with an education degree, however because of the limited resources the community has, we have to settle with what is available. This came about after a series of meetings of all the people who are involved in providing the service.

Advertisement of the program is designed with the main purpose of reaching all the people in the community. The Office gives away information on the program all year round. All new information regarding the program including schedule of classes are disseminated through all the available media e.g. television, radio, newspaper, flyers. Flyers are distributed through shopping centers/stores in each of the villages, offices, public libraries and post offices.
